Malaysia is putting Open Finance on a mandated, national footing, and it is doing so from a position of strength. Bank Negara Malaysia's Open Finance Exposure Draft sets up a central hub run by PayNet, with the first institutions live in January 2027, built on national rails that already work at scale (FPX, DuitNow, and DuitNow QR).

**Key highlights of this report include:**

- A mandated, PayNet-led rollout that gives Malaysia a head start over the bilateral and voluntary models seen elsewhere in the region.
- Where the opportunity is for banks and fintechs, from thin-file credit and a world-leading Islamic finance market to embedded finance and new revenue models.

With go-live set for January 2027, a short window is opening for early movers to lead one of the region's most active Open Finance markets.
